Update: The tailplane is reasonably flat. I actually stripped off the plastic film (which was peeling away anyway) when I was giving the plane a work-over some time last year. I slipped a c/f rod into a slot I cut on the underside and then filled and sanded the tailplane before painting. So, it remains planar and I must point the finger of suspicion elsewhere.
One interesting aside - I hopped on to Phoenix last night and discovered that the stock T-28D model also does it!
