Interesting to see how the report is laid out. A few ambiguous statements made as there was no conclusive cause for the incident. Why didn't it fail-safe and RTL or Loiter!?

Why wasn't it in alt hold mode? It should have been
It was probably being flown in manual mode and no fail safes were set
Mine will try to RTL if it looses radio but that's no good if it's under the branches of a tree at the time

I'm not sure that it would help all that much
Separation is probably more important with receive antennas than transmit
I've not had any trouble with my video it will go farther than the RC link
It should still help a bit tho

Nasty! I can almost hear regulation coming in the next few years... always the way, the irresponsible few, spoil it for the majority.

Yes the thing is that people just don't understand how easily a tragedy can happen.
Something like 250 size racing quads can really do some damage. But then again so can many other things.
I've seen a bunch videos on youtube of people flying them fast around parks in the city with the unsuspecting general public just wandering through the flying area. Ok these guys can really fly and much better than me but still often there is an unnecessary risk being taken that someone will get hurt.
It's the same old story tho' a few fools followed by the media beating it all up causing a bunch of knee jerk legislation that hampers responsible majority.
The military hasn't been slow in weaponizing them either and this adds to the media furore

I don't believe this changes much. The CASA 30m rule (law) effectively makes it illegal to fly anything heavier than 100g in parks, whether plane, heli, or multirotor.
Also, councils have for years been banning "aircraft" in areas under their jurisdiction. My guess is that the purpose of this latest move is to reinforce the notion that "drones" are just as prohibited as all the other "aircraft", in case anyone felt like playing word games with the park ranger.
