I think there is a slight diff in regards to how I have done this, I put 2 light coats of the poly on 1st, then sanded, then painted, and another thicker coat of the poly over the top. The 1st coats seal the foam and prevent it coming into contact with the paint. From memory you paint first and then coat??
In regards to light coats due to the high wind the paint is nicely diffused. I was a bit worried that it would hit "dry" thus giving me a rough finish however all has come up really well.
